M. Popov. Mogilev Roman-Catholic archbishopric at the end of XVIII - 1st quarter of XIX cent.: the system of government and territorial-administrative division.
The article deals with the control system and the territorial-administrative arrangement of one of Catholic dioceses on the territory of Belarus at the end of XVIII - first quarter of XIX centuries - the Mogilev archbishopric. Institutional development of Catholic Church took place at that time on the territory of Belarus; the system of spiritual education received its further development. The article is devoted to the activity of Stanislav Bohusz-Siestrzencewicz - the head of the Mogilev archbishopric at the end of XVIII - first quarter of XIX centuries.

On the basis of numerous sources the article narrates about the participation of students from the provinces of Belarus in the revolt of 1863. For the first time the data from the historical archives is used in scientific research. The author analyzes the new material on the given theme.

S. Busko. Gendarme fortress commands on the territory of Belarus at the end of XIX - early XX cent.
The complex research of gendarme fortress commands at the end of XIX - early XX centuries has been carried out for the first time in Belarusian historiography on the basis of various sources including new archives. The main functions, structure and stuff of gendarme fortress commands are analyzed. Their activity has also been studied, the peculiarities of work during the First Russian revolution and the First World War has been displayed. The author has analyzed the role of gendarme commands in the political system of Russia.

The article is devoted to the problem of Russian social-democratic movement formation in Belarus at the end of the 19th - beginning of the 20th centuries. The main reasons and preconditions of the social-democratic movement are analyzed by the author. The genesis of relationships between Russian social democracy and Jewish social democratic thinking at the beginning of their development on the territory of Belarus is revealed.

G. Vaitseshchyk. The role of small towns in the industrial development of Western Belarus in 1921-1939.
The scientific article is devoted to the role of small towns in the industrial development of Western Belarus in 1921 - 1939. The author came to the conclusion, that some small towns surpassed the cities; they became the industrial centers of some regions. This article has been written on the basis of native and foreign literature and archives, many of which appeared in scientific research for the first time.

V. Barabash. Home Army (Armia Krajowa) and repatriation of Polish population to Belarus in the second half of 1944 - middle 1945.
The article deals with the problem of the Home Army (Armia Krajowa) activity during the repatriation of Polish people from Western Byelorussia in the second half of 1944 - first half of 1945. The evolution of attitude to migration of the Polish population and the Polish underground on the territory of Belarus is analyzed in this paper. The process of migration was used by the Home Army to evacuate a considerable part of their members to Poland because of the threat of repression by NKVD.

V. Voron. Formation of agricultural education on the territory of the Ukraine in the second half of XIX - early XX cent.
This article analyses the processes of the formation of agricultural education on the territory of the Ukraine in the second half of the 19th - beginning of the 20th cent. Statistical data, reports of the local committees in Herson and Kiev provinces served as material for the research. The state policy in the sphere of agricultural education is characterized. The role of individuals and non-governmental organizations in the creation and further development of agricultural institutions is analyzed in this article.

E. Koren. Influence of Decembrists on Russian intelligentsia mode of thinking.
Being a mouthpiece of displeasure of the well-educated part of the society the Decembrists influenced the mode of thinking of Russian intelligentsia greatly. Social events in December 1825 favoured the deep ideological division of the Russian society into a right-wing part and a radical part. The interrelations between the intelligentsia and the government worsened. The gentry lost their leading social position. Reactions to Decembrism were different (ranging from hostility to admiration) and were changing in the course of time. Decembrism stimulated the reassessment of social, political and cultural values, the growth of anti-serfdom and anti-absolutism movements. The ideology of the Decembrists became the basis for the development of different political doctrines. The typical Decembrist was selfless, combined noble ideas of honour with striving for justice and enlightenment.

A. Dabryjan. Archaeological study of the Grodno region in XVIII - first half of XX cent.
The article examines the main stages and results of archaeological research in the Grodno region. The first stage is characterized by the origin of interest in antiquities, their collecting and attempts to analyze them. In the XIX - beginning of XX centuries the aim of the research was gathering information about ancient monuments and excavations. The research is conducted by both public organizations and local amateurs. In the interwar period, the state scientific organizations began to study and protect archaeological monuments. The procedure of research has been improved; the ancient cities have become the objects of study for the first time. As a result three local history museums have been opened in the region.

V. Blisch. Ethnographic heritage in the context of steady tourist development.
The role of ethnographic heritage in cultural identity and ethnographic tourism development are analyzed in the article. The purpose of the study was to define the potentially perspective territories for development of ethnographic tourism in Belarus.

The history of study of the Russian historian E. Zamyslovsky creative work is analyzed in the article. The conditions of his historical views formation are described. The research of E. Zamyslovsky received different estimations of historians. Many of them consider that E. Zamyslovsky was a serious researcher, whose scientific works are based on the verified historical facts. E. Zamyslovsky's subject of study was not only the history of Russia of XVII century, but also historical geography. The author comes to the conclusion that the scientist`s heritage is worth deeper studying today.

P. Mozheiko. Transformation of early Christian ideals in sociocultural values of technogenic society.
The transformation of Christian ideals in sociocultural values of technogenic society is investigated in the article. It is pointed out, that the science needs the principle of self-estimation of the objective truth for breakthrough to new subjects, and to be able to produce new subjects systematically. We pay attention to one more basic value of the modern science - the orientation to permanent spread of the objective knowledge about the world, and the requirement of novelty in research results. We consider the role of Christianity in the development of science.

The article deals with philosophical, cultural and scientific aspects of the identification crisis phenomenon. The author studies the problem of self-identification; analyzes postmodern philosophy of "death of subject", acentrism, which have reflected and caused specificity of self-identification in cultural-psychological sphere of Information Society.

Ch. Kirvel. Regionalisation and the problem of East-Slavic peoples integration.
It is pointed out in the article that the global financial economic crisis expanding on our planet has accelerated regionalization of the world. Moreover, it leads now to hard resistance to the "scheme" of standardizing globalization. The main idea raised in the article is that the processes of economic integration are most successful in continental and subcontinental areas, as well as in the regions populated by nations bound by social and cultural relations. It is concluded that regional integration initially directed against globalization will represent quite independent formations in postcrisis period. It is pointed out that de-globalization process in the world is gaining strength. The author analyzes in detail possible ways of development of the East Slavic nations, their future destiny and historical perspectives.

V. Karpinsky. Philosophy and technoscientific challenge of the XXI century.
The crisis of the technogenic civilization turned the problem of an individual into one of the main problems of the present days. The latest trends and anthropological phenomena such as anthropological crisis, the phenomenon of converging technologies, etc are analyzed. The concept of "technoscience" is examined. The internally contradictory relationship between technology and science is shown. The main vector of technoscience development is identified. The conclusion about the inevitable growth of risk and danger faced by people in the context of transformative technologies is made. A modern kind of tehnoutopiya - transhumanism with its main idea of human immortality is characterized.

E. Davyalova. MARKUSHEVICH PROBLEM WITH FINITE NUMBER OF DISCONTINUITY POINTS
In this paper the author considers the problem of finding piecewise analytic and almost limited in xy-plane functions  with real axis as line of discontinuity. Extreme values  and  satisfy the equation:  , the coefficients are restricted and Holder are continuous in  . This problem had been studied earlier in terms of Noether theory. The problem has no solution in a closed form so some particular cases permitting the closed-form solution are of great interest. The author studies one of these cases. The symmetry method reduces the problem to the linear conjunction problem on the Riemann surface. The solution in a closed-form was obtained with the help of the continuation method.

I. Korolko. TRAJECTORIES OF ONE CLASS PENLEVE SYSTEMS ON BENDICSON SPHERE
The class of independent polynomial differential systems of the second order with square-law non-linearity when the solutions have no mobile critical points is considered. Eleven systems of the given class are integrated in elliptic functions and six systems - in elementary functions.

S. Varenikova. PERIODIC SOLUTIONS OF TWO-DIMENSIONAL NON-AUTONOMOUS DIFFERENTIAL QUADRATIC SYSTEMS
The V. Mironenko reflecting function is applied to the research of periodic solutions of the differential systems. We consider a two-dimensional non-autonomous differential system, which has quadratic right-hand side with respect to components of the phase-vector. Coefficients of this system are continuous periodic functions. Alongside with this quadratic system we study the linear approximation system. The reflecting function is constructed for this linear system. After that we prove that the reflecting function of the initial system coincides with the reflecting function of the linear system. Using this coincidence of the reflecting functions we determine the periodicity of the initial system solutions. An important theorem in the theory of reflecting function was used for the construction of the initial system. As a result we prove the periodicity solution of the given system.

Yu. Vuvunikian, D. Shpak. CONSTRUCTION OF THE QUASI-INVERSE OPERATORS OF THE FIFTH DEGREE WITH THE GENERALIZED IMPULSE RESPONSE
The article provides an efficient method of constructing quasi-operator of the fifth degree to evolutionary operator defined by non-linear differential equation of the form  . It is proved that the quasi-inverse operator B of the fifth degree of the non-linear evolution operator defined by this differential equation can be represented as a quasi-operator  with the generalized impulse response, where  are defined as follows:  ,  ,  ,  ,  . A model example when a = b = 1 and f(t) is the Heaviside function is studied in detail. The values of functions  at the points  (  ) are calculated. It is noted that the graph of s3(t) is located between the graphs of functions s1(t) and s2(t), the graph of s4(t) - between the graphs of functions, s2(t) and s3(t), respectively, the graph of s5(t) - between the graphs of functions of s3(t) and s4(t).

A. Sidorik. TRANSFORM OF FOURIER FUNCTIONS WITH VALUES IN A LOCALLY CONVEX VECTOR SPACE
The author considers the Fourier transform of vector-valued functions on a locally compact group  taking values in locally convex space  , and square-integrable. If  is a finite group then the Fourier transform  is continuous. O. Matysik, V. Savchuk.ITERATION METHOD OF A NON-EXPLICIT SOLUTION TYPE OF THE INCORRECT PROBLEMS IN THE HILBERT SPACE
The new iteration method of solution of the first-kind operator equations with a self-conjugated and non-self-conjugated positive bounded operator in the Hilbert space is proposed. Convergence of a method in case of an apriori choice of number of iterations in usual and energy norm of Hilbert space has been investigated; estimation of errors is received. The opportunity of the application of a rule residual stop and the rule of neighboring approximations are proved for the offered method. The case of non-uniqueness of the solution of the equation is investigated. The comparison of the error estimations of the given iteration method and the evident method of simple iteration has been done.

I. Martynov, M. Misnik. PRESENCE OF PAINLEVE PROPERTY IN A DIFFERENTIAL EQUATION WITH PARTIAL DERIVATIVES OF THE FOURTH ORDER
The subject of the article is the Painleve property for differential equation in partial derivatives of the fourth order. With the help of partial differential equations the most complex phenomena and processes of hydrodynamics, quantum mechanics, ecology, etc can be simulated. Models of continuum mechanics and mathematical and theoretical physics are the main source of partial differential equations. In the late XX century and the beginning of XXI great attention was paid to the study of properties of non-linear differential equations solutions. The notion of Painleve property was introduced for them, it lies in the fact that all movable singularities of the solutions can only be polar. Equations with Painlevé property are used, for example, in physical problems, in the calculation of correlation functions in exactly solvable models of quantum field theory and statistical physics. This work is devoted to the selection of particular differential equations of the fourth order with the Painlevé property. Necessary and sufficient conditions for the presence of the Penleve property in one class of such equations have been found.

E. Naumovich. THE PROBLEM OF OPTIMAL FILTRATION FOR THE SYSTEM OF LINEAR STOCHASTIC TWO-DIMENSIONAL DISCRETE EQUATIONS
The theorem of task duality of optimal estimation and task of optimal control have been proved. On the basis of this theorem the algorithm of optimal estimation problem solution for the system of linear stochastic two-dimensional discrete equations has been obtained here for the case when initial condition of the object of observation is absent.

O. Tsekhan. REQUIREMENTS TO SUPERFLUOUS CONSTRAINTS DISCOVERY IN OPTIMIZATION MODELS
At some assumptions on parameters of linear determined inequalities  ,  the parametric criterion of an inequality-consequence is proved. The criterion allows to discover superfluous constraints in the problems of linear programming. For the inequalities with random quantities as parameters, concepts of inequalities-consequences at sense of probability are introduced. There given criteria, sufficient and necessary conditions for parameters of stochastic restrictions at which decrease of quantity of constraints of the problem of stochastic linear programming without change is possible (with given probability). A stochastic problem of optimization has been proved.

Some problems of the complete G‑ controllability and constructive G‑identifiability of linear autonomous differential systems of the neutral type are studied. They present a natural generalization of the complete control and constructive identification in the literature. The theorem on the duality of the above mentioned problems has been proved. Chen Hailong. THE ANALYSIS OF SIMULATION OF STABLE RANDOM VARIABLES
Now the laws of stable distribution draw great attention of researches. It is connected with the appearance of specific problems in the research of various economic and financial models. Stable laws are used in the process of solving various problems of physics, radio engineering, electronics and market research. In case of normal distribution there are only two parameters, while in stable general distribution there appear four parameters and therefore, more opportunities for "adjustment" of empirical data to theoretical distribution. In this connection, research of the statistical analysis of stable random variables is important today. This paper gives some properties of stable random variables and establishes a method of stable random variables simulation. The equality for obtaining a random variable with Alpha stable distribution is proved on the basis of Chambers' results. The method of corresponding random quantity modeling is described. We compare and estimate the density of stable random variables distribution.

S. Statkevich, T. Rusilko. ASYMPTOTIC ANALYSIS OF MARKOV NETWORK WITH UNRELIABLE SYSTEMS OF MASS SERVICE
The Markov network with unreliable mass service systems is studied. The service channels of the systems are exposed to have random failure; the time of the proper functioning and the time of reconstruction of each channel of the system have the exponential distribution with distinctive parameters. The system of difference-differential equations of Kolmogorov for the states probabilities is compiled. Asymptotic analysis of the given network at the large number of messages is realized. The partial differential equation for probability density function of the vector of states is deduced. The systems of ordinary differential equations for an average number of messages and serviceable channels of network systems are received. We consider the example of calculations, and the results are presented in the graphic form.

A. Byt, A. Lialikov. ABERRATION OF EXPERIMENTAL FACILITY FOR THE STUDY OF TERMOOPTICAL CHARACTERISTICS OF AN OBJECT
The article is devoted to the research of aberration experimental facility. The aberration experimented facility was created on the basis of Michelson's interferometrs, that are used to study termooptical characteristics of an object. Variable character aberrations interferometers appearing in case of temperature changes in the chambers for thermal effect. The way allowing to eliminate appearing aberration variable and minimize systematic component of measured error in limited temperature interval is considered. With this aim it is suggested to use for every temperature interval where aberrations made by temperature fields are within permissible limits to record reference hologram - compensator and then use it in interferometers scheme during the research of termooptical characteristics of an object. The experimental results confirm the conclusions drawn in the work. The working capacity of the offered way of aberrations compensation is produced.

The model of the filled polymer is considered. This model takes into account the following factors: aggregation of particles of filler, an interfacial layer. The numerical method of calculation of effective heat conductivity of composite systems is offered. The essence of the method lies in the direct decision of the heat conductivity equation. We solved the heat conductivity equation using a finite-difference scheme. The offered method allows doing calculations for various distributions of filler in a matrix. Besides, we can consider the influence of an interfacial layer on thermal properties of a composite. Calculations have been done and compared with experimental data.

The algorithms and their realization in the software program "Strand" are described in the article. It allows to carry out the data analysis and implement flexible technologies of the analysis of the target functioning. It also allows to achieve the optimum possible depth of the data scope, to gain knowledge and to find the most precise predictable estimates, adequate models and classifications. The automated testing module was developed. It uses Statistica 7 for creation tests and checks performance results. It serves to reduce time of testing and to simplify its process. The research of acetylator phenotype on inhabitants of the Gomel region with reference to the task of individualization pharmacological therapy was carried out using the data analysis in "Strand" program .

N. Chukichova. VARIATIONS OF PLOT SIGNIFICATIONS IN THE POEMS «ONEIDA INSIDE OUT»
AND «TARAS ON PARNASSUS»
The article deals with the peculiarities of the
plot structure of the first Belarusian professional poems «Oneida inside out»
and «Taras on Parnassus» within the structurally-functional approach. The
process of the national features formation of a plot in the new Belarusian
literature of the ХІХ century is studied on the material of these works. The
brilliant parodies of the famous masterpiece by Vergil made by I. Kotliarevsky
and N. Osipov are considered to be the literary model for the poem written by
V. Rovinsky. The Belarusian «Oneida inside out» was created on the basis of the
experience of the Ukrainian and Russian fine art. The author of the article
considers the mysterious paradoxical appearance of the unique poem «Taras on Parnassus» in the cultural sphere. The poem has analogues neither at the previous stage of
the genetic bases of fiction formation nor at the following stages of the
Belarusian literature evolution.

BELARUSIAN SPOKEN LANGUAGE: THE PRESENT STATE AND RESEARCH PROSPECTS
The article is devoted to the generalization of
the national linguistic experience in the field of description of oral literary
Belarusian speech and the identification of topical unresolved problems. At the
moment there exist two approaches in literary speech study in Belarusian
linguistics which differ chronologically and in terms of content. The first
approach is permanent; it is connected with the study of the characters’
stylized Belarusian speech in works of art at all language levels. The second
approach covers the period of instrumental study of the Belarusian speech of
literary language speakers; it is based on the analysis of phonetic processes
in «static» experiments. Spontaneous lively informal speech, being natural and
unofficial, has not been studied yet. The topicality of this approach is in
exploring and describing the customary usage of the spoken language of
Belarusian literary language speakers.

are used for creating a comic effect in the play by Belarusian-Polish
playwright of the 18 th c. M. Tsyatsersky «The Doctor in Spite of
Himself». An important role in revealing the comic connotation belongs to
special means (means of verbal context); the role in intensification of such
connotation belongs to intensifiers (a universal method of a concentrated use
of lingual means).

SOME FACTS REFERRING TO THE SYSTEMATIZATION OF PROVERBS ACCORDING TO THEIR
ORIGIN
Proverbs, treated as lexical units, must be
studied like words and phraseological units from different points of view:
semantic, etymological, grammatical and stylistical. The article deals with the
systematization of the Belarusian proverbs from the etymological point of view.
The proverbs are subdivided into several groups, according to 1) the period
they appeared in the language; 2) the place they were first formed; 3) the ways
they penetrated into the Belarusian language.
In this article four
groups of proverbs are described from the etymological point of view. They are
the proverbs of Belarusian origin, borrowings from foreign languages, loan
translations, half-loan translations. Each of these groups is illustrated by a
great number of examples. Quantitative characteristics of the studied proverbs
are given in this article (1500 paremiological units, from the dictionary of
proverbs are taken into consideration). The possibility of the etymological
dictionary of proverbs creation is described in the article, an example of the
entry of such a dictionary is given.

A. Galaunya. SYSTEMIC PRESENTATION OF COMPOUND WORDS HOMONYMY
Three types of homonymy in the sphere of compound words (lexical,
grammatical, both lexical and grammatical) have various qualitative and quantitative
contents. Compound nouns, which constitute the greatest part of all complex
words, are often homonyms. However, the elements of other parts of speech (not
only nouns) may be homonyms as well, e.g. (Rus.) парообразовательный, словообразовательный
(derived from 1. Образовать ( создать)) и общеобразовательный,
самообразовательный (derived from 2. Образовать ( обучить)).
The selected classification features helps to consider homonymy within compound
words and their constitutive parts. Elements in different positions in a word
may be homonymous e.g. (Rus.): пед/совет – мото/пед, вод/хоз – скотовод
etc.

ISSUE OF A CONVERSE PARADIGM IN AN UTTERANCE
The article is
devoted to the specification of the concept of a paradigm in the area of
converse relations. Various approaches to the research of the paradigm in
transformational grammar, constructive and communicative syntax are studied,
and the possibility of their application in the study of converse structures
paradigm is analyzed. The problem of delimitation of converse paradigms becomes
complicated due to the fact that the term «converse» unites a number of diverse
transformations both lexical, and grammatical. For the study of this problem a
levelled approach is suggested, which presupposes the research of the features
of converse paradigms on lexical, denotative, grammatical and communicative
levels. According to this approach the converse paradigm appears to be
asymmetric, hierarchic, having a field structure. A field nature of a converse
paradigm is connected with distinguishing between a kernel which represents a
pair of converses corresponding to nine criteria signs of converse and
periphery where some converse signs can be lost. The hierarchy of the converse
paradigm is caused by the fact that it can include several subparadigms, one of
which is dominant. The asymmetry of the converse paradigm is traced on all
levels of the utterance and stipulates speaker’s choice of one of converse
structures.

I. Matsko. PRAGMATIC
OPERATORS IN THE LIGHT OF RELEVANCE THEORY
The article deals with the study of the
communicative properties of pragmatic operators in the French language as a
specific group of discourse words. Their basic qualities are able to mark the
implicative information and to refer to it. But these discourse means do not
only refer to the impicative context of the communication, they are also able
to select the most relevant pragmatic implicature. As a result the pragmatic
operators contribute to reduce mental efforts and time required for utterance
interpretation, because they act as a kind of instructions to the utterance
interpretation. In terms of the relevance theory it means that an utterance
with a pragmatic operator is more relevant and thus more effective than an utterance
without it. Therefore changing pragmatic potential of the speech act the
pragmatic operators increase the dynamic efficiency of communication.

V. Shcharbinskaya. THE SOURCE OF FALSE COMMUNICATIVE FAILURES IN A COURT DISCOURSE
The article covers the problem of communicative
failures in dialogues of a court discourse. The main source of communicative breakdowns is imitation of misunderstanding in the process of
decoding the message of the sender. Different types of deviation from the
reaction to a phrase-stimulus are researched.

Ya. Razvadouskaya. REPRODUCTIVE HEALTH TERMS, THEIR SYNTACTIC STRUCTURE AND REFERENCE
TO CERTAIN PARTS OF SPEECH
The
object of the research is English, Russian and Belarusian reproductive health
terminology. The terminology is still developing and requires proper
systematization and unification as well as differentiation between
professionally-oriented technical terms and terms created for non-professional
users.
The article gives quantitative characteristics of
reproductive health terms structure, describes the belonging of mono-component
terms to certain parts of speech and syntactic structure of multi-component
terms. The comparative analysis of English, Russian and Belarusian
terminological models of the given sphere has been carried out. The most productive
and prospective reproductive health terms formation models in the three
languages have been determined. It is found out that Russian and Belarusian
reproductive health terms show considerable similarity with the corresponding
English terms. This fact indicates the common origin of the terminology in the
compared languages and reflects the results of terms borrowing process.

PROBLEM OF LINGUISTIC DEFINITION OF THE CONCEPT «APHORISM»
In this article
different approaches to the definition of the concept «aphorism» are analysed.
The author tries to find out why no generally accepted definition of ‘aphorism’
exists. The most representative features of this phenomenon are studied. They
are economy of expressive means, absolute semantic completeness, and
generalization of their content. The term «aphorism» is defined as any
utterance which reflects the timeless and non-localized connection between
non-single realities and is self-sufficient in content (autosemantic). Such
«wide» definition of the aphorism is opposed to a «narrow» one, according to
which «aphorism» is defined as a saying of bookish nature.

THE VERBS OF PHYSICAL ACTION)
Some facts referring to derivational process
displayed in the sphere of the verbs of physical action are considered in the
article. The analysis of derivational semantics is carried out in each of the
researched languages. The general and private derivational meanings, specific
to Russian and German are compared. The cases of the absence of equivalents of
derivational meanings have been revealed. The comparative analysis allows to
draw attention to such specific derivational analytical means of the German
language, as a construction «preposition +
a basic verb», typical as an equivalent for a number of derivatives with
semiprefixes in different meanings.

ASSOCIATIVE RELATIONS BETWEEN VARIABLE LEXICAL COMPONENTS IN BELARUSIAN AND ENGLISH
PHRASEOLOGICAL UNITS
The article deals with
the metonymic associative relations between variable lexical components in
Belarusian and English phraseological units. It is shown that the associations
which arise between variable lexemes in Belarusian and English phraseological
units are based on certain metonymic models which are analyzed in the article.
The most typical metonymic models, represented by the variable words in set
expressions of both languages include «cause – effect», «object – its direction»,
«place – its contents». The most frequently occurring semantic models between
the variable lexical components in Belarusian phraseological units are:
«possessing a quality – causing the quality», «expressing a certain quality –
characteristics of a person expressing the quality». Variable words in English
set expressions illustrate the following metonymic models: «one object’s
contents is equal to another object’s contents», «subject – object», «material
– its product». Within the framework of the above mentioned metonymic models
some differential semes in the meanings of variable words are neutralized.

devoted to comparative-typological phraseology, which is developing in
Belarusian linguistics. The main areas of phraseological comparative typology
are studied, the approximate set of phraseological universals is given, the
most widespread aspects of comparative analysis of phraseology are enumerated,
including comparison of specific phraseological units, comparison of
phraseological groups and categories, comparison of phraseological systems. The
article may be helpful in the study of comparative analysis of phraseology of
two or more languages as well as in linguodidactics.

research is dedicated to working out the content of controlling the process of
innovation at a country comprehensive school in a modern agricultural town.
Special attention is paid to the fact that in the investigation of the stable
integral development of a village school as a specific educational system
innovational activities play a very important role. For that reason innovations
at village schools are researched and specified. The change in the control of
innovations is considered as part of an integral system of changes in aims,
content, organization and results of education of village pupils. A new
approach to the choice and main features of the components of innovations
control at a village school is suggested. The specific functions of a village
school are taken into consideration, they are: positive changes in teaching and
educational system, development of the teachers’ competence in the sphere of
new technologies, etc.

The analysis of modern scientific approaches to
interpretation of the essence of social behaviour is presented in the article.
Social behaviour is defined as a system of motivated interpersonal relations,
developing in the course of performing some common socially significant
activities, taking into account the norms and rules accepted in the society.
Features of social behaviour of junior pupils and the factors influencing its
development are studied. The issue of integral education of children with
speech disorder in the Republic of Belarus is analysed. The problem of
inadequate study of the social behaviour of junior pupils with speech disorder
is analyzed in the context of educational integration. Theoretical and
practical projects on the basic components of social behaviour of children with
heavy speech disorder are analyzed.

problem of improving the process of teaching management is studied in the
article. As a solution to this problem, organization of teaching management
based on the contextual approach by A. Verbitsky is proposed. In order to
activate self-regulated learning of students the author proposes to use their
personal reflection on the basis of rubrics. This study investigates the
contribution of rubrics as self-estimation means of the development of
self-regulated learning.

The article presents the author’s understanding of
phenomenology and the structure of teacher’s self-attitude as a significant
formation and its role in the determination of interpersonal relationship with
students. The results of empirical investigation of a teacher’s self-attitude
as a factor of interpersonal relationship with students are presented. The
nature of a teacher’s self-attitude influence on the depth and fullness of
teacher’s understanding of interpersonal relationship in the system «teacher – student» is revealed. It is found out that structural characteristics of a
teacher’s self-attitude influence the interpersonal relationship which can
cause favourable development as well as breakdown of a student’s personality.

PROSPECTS OF PSYCHOLOGICAL AND LEGAL REGULATION OF A LAW-MAKING PROCESS IN THE REPUBLIC OF BELARUS
The problem of psychological and legal regulations
of a law-making process is studied in the article. It is based on the research
and practical experience in the sphere of law-making psychology. It is pointed
out that the draft law «On the psychology work in the Republic of Belarus» should help to settle social relations in the sphere of psychology work. A unified
drafting system that functions within the law-making process is suggested. It
is mentioned that preparation of draft laws and legislative acts should be
based on the common rule-making and psychological principles. It should be
implemented according to common rules of law-making techniques. Common rules of
carrying out of legal and psychological expertise of draft laws are revealed.
The main reasons that hinder the development and practical usage of
psychological expertise are stated. The suggestion concerning creation of
multilevel registration and estimation of the draft system is presented.

OF LEXICAL TRANSPARENCY OF THE LEGISLATION LANGUAGE SIGN SYSTEM
In the article
continuum, that allows differentiating motivated and transparent for the
subjects of law language signs of the legislation is studied. The units are
presented beginning with less clear and requiring legal definition. All lexical
units of the sign system of the legislation are ranged from the closest
connection with the referent to the least as follows: proper names; words of
the basic lexical stock; legislative terms, not borrowed from foreign languages
and transterms; borrowed words (assimilated borrowings, legal terms of
non-Latin origin, legal terms borrowed from Latin, borrowed non-legal terms and
borrowed transterms); words and word combinations of secondary motivation;
deictic and functional words.

FUNCTION OF THE STATE: ANALYSIS OF THE MAIN APPROACHES
Having studied the issue concerning the presence
of ideological function in state organs of modern countries, the author came to
the following conclusion: Soviet, Russian, Ukrainian and Belarusian scientists
have different points of view on the problem. Three main points of view are
studied. The first point of view admits the existence of the state ideological
function. The second one defines ideological function within other state
functions; but does not describe it as an independent function. The third point
of view is as follows: authors donТt admit ideological function as being independent.
The conclusion has been made, that Belarusian and Russian scientists admit the
existence of ideological function, describe its essence, or include ideological
aspects into other state functions.

Republic of Belarus legislation╗, performed in the framework of the research

socially oriented economics of the Republic of Belarus╗. The formulated
theoretical data, recommendations and conclusions, concerning the account of
law sources, and separate kinds of systematization of the Belarusian
legislation (incorporation, consolidation and codification) are presented.

STATE CONTROL OF FOREIGN TRADE ACTIVITIES: TRADITIONAL AND NEW DEFINITIONS
Foreign trade
activities are now one of the perspective directions of any state economic
strategy. At the same time the entrepreneurial essence of this activity doesnТt
exclude state participation in its realization. This tendency is observed all
over the world. The current legislation of the Republic of Belarus doesnТt contain the definition of the foreign trade activities control. There exist two
reasons for that: the concept лforeign trade activities╗ is a subject of
scientific discussions and the question, to what sphere or management area
these activities belong hasnТt yet been solved. The author of the article
considers lexical and philosophical meanings of the word лactivity╗ and
considers management in the context of states functions. The new economic
realities connected with the beginning of functioning of the Customs Union,
have caused changes in the subject structure of management of foreign trade
activities, increase in the quantity of objects in relation to which
regulation, complication of maintenance of this activity is carried out. All
this in the long term will lead to the formation of a new model of the state
control of foreign trade activities which will be considered as the activity of
all bodies of the state to be carried out at the international and national
levels. In the article the definition лforeign trade activities state
regulation╗ is formulated. The elements of the concept, their interaction are
characterized.

The problem, considered in the article, is rather
topical nowadays. Social security is a component of the realization of social
politics in the Republics Belarus; it should provide one of the main principles
of a democratic legal state Ц social justice. The authors conduct the study of
the present system of social security, analysis of legislation in the sphere of
social security. In the article conclusions are made and some suggestions are

TECHNIQUES OF DEFINING THE CONCEPT лLENGTH OF SERVICE╗ IN THE SOCIAL SECURITY
LAW
In the article the
concept of legal techniques is considered. The legal technique is a set of
certain rules and methods, applied in working out the content and structure of
legal acts. The legal technique includes rules of preparation, registration,
publication and systematization of normative legal acts, terminology, language
and style of legal acts. The topicality of the chosen topic is defined by the
fact that modern legal relations in social security sphere are based on the
concept Уlength of serviceФ. Length of service is one of the major legal facts.
A legislator connects with it the occurrence of the majority of legal relations
in the sphere of social security. The length of service is the main condition
for the appointment of retirement pensions. But the concept лlength of service╗
has no legal definition. Now in the Republic of Belarus the reforming of
pension system takes place, new kinds of the length of service appear, they are
considered in the given article. Research results can be used as teaching
materials for disciplines in institutions of higher education, and for
practical workers as well.

The authors draw attention to the dependence of the quality of tax
administration on the information supply, and as a result on the content of
rules, which regulate information supply for its realization. The cases of
violation of the rules of legal techniques in the process of working out the
norms are studied. Such norms define the bodies which are in charge of
information supply for tax administration. The authors makes proposal,

OF SUSTAINABLE DEVELOPMENT OF THE REPUBLIC OF BELARUS
The article is
devoted to the legal foundations of sustainable development in the legal system
of the Republic of Belarus. The analytical review of international instruments
that establish the principles of sustainable development is given. The most
important sources of securing public policy of the Republic of Belarus, the regulations to provide these principles are presented. The issue of the
development in the Belarusian legislation of the two main areas of
environmental support of economic and other activities is revealed. Various
aspects of legal support for sustainable development in the social sphere,
protection and land use trends in the legal regulation of land relations,
public participation in environmental decision-making and protection of natural
ecological systems, biological and landscape diversity are considered. New
proposals concerning legislation improvement are suggested. The purpose of the
research is working out scientifically grounded theoretical regulations aimed
at improvement of the legal foundations of sustainable development of the Republic of Belarus. The results of the research can be used for further working out of
existing problems, in a rule-making sphere and in the process of teaching.

PHYSICAL VIOLENCE AS A PART OF PLUNDER AND ROBBERY
In the article the
problems of qualification of the plunders with application of violence at seizure
of anotherТs property are considered. The concepts of violence dangerous and
not dangerous for the victimТs life and health, judicial-investigatory practice
and scientific positions of qualification of violent plunders are analyzed. The
author of the article draws a conclusion according to which differentiation in
the criminal law of violent seizure of smb elseТs property into kinds (a
robbery with violence, and plunder) has no convincing and rational bases,
therefore as the difference has conditional nature and actually consists of the
estimation of intensity of the violence. The author considers, that the banditry
should cover any violence, and robbery remains open non-violent plunder.

THE USAGE OF COMPUTER TECHNOLOGY IN COMMITTING ROBBERY
Stating characteristics of the subject of crime is
of great importance for the proper qualification of the offense. One of the
areas that require attention in the century of computer technology is a review
of legal approaches concerning the characteristics of the subjects of computer
crime (cybercrime). The study, conducted by the author reveals the features of
the subject of лtheft using computer technology╗ and identifies some ways of
further development of the legislation in this area. In addition, according to
the results of the law analysis, as well as law enforcement practices in the Republic of Belarus, the author makes conclusions regarding the adequacy of the Belarusian
legislation to the international approaches in the study area.

article. The specificity of the given terms is considered. The retrospective
analysis of their occurrence and development is carried out. Attention is paid
to the terminological specifications of semantics of terms лpublic prosecutorТs
supervision╗ and лcriminal prosecution╗. The development of the
criminally-remedial (procedural) legislation of Belarus and Russia on the above mentioned issues is considered.
